San Francisco plans to spend $10 million on trash cans. Will they make the streets clean?

San Francisco announced plans to replace the city’s nearly 2,900 trash cans with custom-designed stainless steel bins. Nearly three years later, old cans still remain, and it may take another two years before the new ones appear on the streets.
