Regulator proposes $3.4 million fine over 2021 oil pipeline leak off OC Coast

A federal agency says Amplify Energy Corp. ignored scores of alarms indicating the pipeline had leaked and failed to notify federal authorities or shut down the pipeline until 17 hours after the
